Most of that is out of context. The $ 75 million in salaries for the FBI could simply be that some of the higher paid staff is paid too much. It could include outside parties being paid. The list is just a list without much context. The article also says that it's the GOP that was making this claim back in February.

Do we still wonder why the line item veto doesn't pass?
I dream of a week where we all stay in our houses, no car moves, no cash register rings, no cigarette lit, etc.
Without the taxes for one week, maybe these big spenders would gain common sense. For too long they think that the pockets of the American public are deep without end.
A week of no tax flowing into the Government might give them an inkling of how fed up we are with the crap that they pull.
